A. Building plans for NS-248-248A were reviewed and
approved by the Council.
B. Building rehab plans for NS-167 were reviewed by the
Council. It was noted that the resident at that site does
not need Council approval since it is a rehab.
C. Helen Patience reported that the new mil rate is
000.404, as prepared by Treasurer Natalie McDonald. Bruce
Fournier motioned to accept the newly calculated mil rate of
000.404, based on the new Narragansett tax assessment. The
motion was seconded by Joe Bleczinski and approved by all
Council members in attendance.
D. Mr. Fournier motioned to replace the elected Tax
Assessor, Hope Marsella, with Winnie Kelly. The motion was
seconded by Bob Stebenne and approved by all Council members
in attendance.
E. A lengthy discussion ensued between the Council
members and the Clerk regarding details pertaining to voting
at the Annual Meeting, including:
1. Not all the names of the taxpayers are on the tax
roll provided by the Town. It was agreed that all proxy
requests would be honored regardless of whether the name
appeared on the tax roll, but those ballots would be
marked as "provisional" and the mark placed on
the ballot will be determined by the Clerk.
2. Voters must own property for 90 days prior to the
Annual Meeting in order to be eligible to vote and only
one ballot per person voting.
3. Attorney Kerry Rafanelli will write an amendment
sheet to be distributed at the Annual Meeting to persons
with questions regarding these issues.
F. Carmine Moretti read a letter of complaint which she
received from a resident who rented the Community Center on
July 8th. The letter indicated that the hall was
dirty and in disrepair. The resident included a bill for $50
for their services of cleaning the hall and repairing a
broken outside lock.
1. Carmine Moretti motioned that the security deposits
and a check for $50 be returned to the renter with a note
of apology. The motion was seconded by Bruce Fournier and
approved by all Council members in attendance.
2. Carmine Moretti volunteered to check the Community
Center between scheduled rentals and to report back to the
Council at the August monthly meeting the names of
cleaning companies interested in cleaning the Community
Center with short notice between rentals.
3. Bob Stebenne stated that he is working on a
Community Center SOP, but is awaiting assistance from Dick
Agnitsch.
G. Engineer Mike Zavalia presented building plans for a
home to be built on Branch Road. He explained the owner’s
concern regarding a safety access to his property. Branch
Road access will be placed on the agenda for the August
monthly meeting.
H. Joe Bleczinski expressed concern about the seaweed on
the beach. Bob Stebenne stated that the beach had been raked
that day and that it looked great. He said that he is still
looking for youngsters willing and capable of raking the
beach.
I. Joe Bleczinski asked for the number of lifeguards on
duty at each beach. Bob Stebenne reviewed the lifeguard
schedule with the Council and Assembly.
